Überarbeitete Fassung: “Überarbeitung der Sportförderrichtlinie”

Die Stadtverordnetenversammlung Königs Wusterhausen möge auf Ihrer Sitzung am 02.12.2013 beschließen:

Änderung der Richtlinie über die Förderung des Sports der Stadt Königs Wusterhausen

1. Der Bürgermeister wird beauftragt die Richtlinie über die Förderung des Sports der Stadt Königs Wusterhausen unter Berücksichtigung folgender Punkte:

a) Mitgliederanteil von Jugendlichen im förderfähigen Sportvereinen
b) Definition der Altersgrenze von Jugendlichen in förderfähigen Sportvereinen
c) Schaffung einer Regelung bezüglich der Antragsfristen
d) Schaffung einer Regelung im Umgang mit zum Jahresende übriggebliebener Fördermittel

bis zum Sommer 2014 zu überarbeiten.

2. Der Bürgermeister wird beauftragt bei der Überarbeitung den zuständigen Fachausschuss der SVV, den Kreissportbund Dahme-Spreewald e.V. und das Bündnis „Sport in KW“ zu beteiligen.

Begründung:

Die Förderung des Sports prägt seit einiger Zeit die stadtpolitische Diskussion. Viele Vereine klagen über derzeitige finanzielle Probleme, dem entgegen steht alljährlich eine nicht ausgeschöpfte Summe an Mitteln der Sportförderrichtlinie. Die SPD-Fraktion sieht einen Grund darin, dass die Kriterien für eine Förderung über die Sportförderrichtlinie zu strikt gefasst sind. Nur wenige Vereine in der Stadt sind überhaupt in der Lage die Voraussetzungen zu erfüllen. Problematisch stellt sich der Widerspruch dar, dass Vereine bereit sind ihren Anteil an Jugendlichen im Verein zu erhöhen, ihnen dazu jedoch die nötigen finanziellen Mittel fehlen, um bspw. Entschädigungen für Trainier zu bezahlen. Hinzu kommt, dass sich die demografische Entwicklung auch in unseren Sportvereinen niederschlägt, der Prozess der alternden Gesellschaft kann durch eine starre Festlegung in einer Sportförderrichtlinie nur schwer aufgehalten werden.

Im Vergleich fordert der Landkreis Dahme-Spreewald in seiner Sportförderrichtlinie einen wesentlich geringeren Anteil von Jugendlichen Mitgliedern (20 %) und zählt gemäß KJHG auch Mitglieder bis zum 27. Lebensjahr als „jugendliche“ Mitglieder.

Die SPD-Fraktion möchte dem Anliegen der Sportförderrichtlinie der Stadt Königs Wusterhausen jedoch nicht grundsätzlich widersprechen, sondern der Jugendförderung nachwievor einen besonderen Stellenwert einräumen. Die SPD-Fraktion möchte nach monatelanger Diskussion um die Probleme der Sportvereine in der Stadt und anhaltender Debatten ohne konkrete Vorschläge in einigen Fachgremien nun endlich diskussionswürdige Vorschläge mit Beschlussreife vorgelegt bekommen.

Daher hält es die Fraktion für dringend notwendig die bestehende Sportförderrichtlinie unter Berücksichtigung der genannten Punkte zu überarbeiten um einen sinnvollen und zielgerichteten Einsatz von Sportfördermitteln zu gewährleisten.

Im Diskussionsprozess zur Überarbeitung der Richtlinie sollte das Votum des Ausschusses für Jugend und Sport vom 05. November 2013 berücksichtigt werden. Der Ausschuss hat eine Herabsetzung des Anteils jugendlicher Mitglieder auf 30 % und die Heraufsetzung der Altersgrenze auf 27 Jahre befürwortet.
